Clarification on National Co-financing for projects under Black Sea Basin CBC Programme First Call for Proposals

For the projects to be submitted under the first call for proposals of the Interreg NEXT Cross-border Cooperation Program at the Black Sea Basin, of which our Presidency is the National Authority, 10% co-financing should be provided by own resources of projetc beneficiaries or sources other than EU funds. As it was stated under “10.3 Co-financing” heading of Part 2 within the Guidelines for Grant Applicants regarding the first call for proposals, each participating country shall decide on its own co-financing system. In this context, since the national contribution for co-financing of  projects under Black Sea Program is not possible to be transferred from state budget to the Managing Authority due to the national legislation of Romania, the National Authority decided that national co-financing would be provided by the project beneficiary itself.

In addition, since the EU contribution to be received from the Managing Authority for the financing of the project will be paid at regular intervals after the initial 30% advance payment and following verification of the expenditures, it is considered beneficial to allocate an allocation from the beneficiary's budget to implement project activities in accordance with the planned schedule. Considering this issue, it is recommended that Turkish project beneficiaries allocate an allowance in the amount of co-financing to the budget for the years in which the project will be implemented. As stated in the explanation under 10.3 Co-financing of the Grant Guidelines, The final amount representing co-financing will be established in the final report.
