Overview and Objectives

The Interreg NEXT Black Sea Basin Programme is part of the Interreg framework under the EU’s Cohesion Policy for the 2021–2027 programming period. It aims to foster cross-border cooperation among participating countries in the Black Sea region by addressing shared challenges and supporting sustainable and inclusive development. The programme is implemented under the European Neighbourhood Policy and contributes to regional stability, prosperity, and good governance.

 

In the 2021–2027 period, the programme continued to support joint projects among participating countries in the Black Sea region, focusing on sustainable development, climate resilience, and regional connectivity.

Programme Management

Managing Authority (MA): Romanian Ministry of Development, Public Works and Administration

Joint Secretariat (JS): South-East Regional Development Agency, Constanța, Romania

Audit Authority: Romanian Court of Auditors

Monitoring Committee: Composed of representatives from all participating countries.

Participating Countries and Eligible Provinces

Türkiye: Amasya, Artvin, Bartın, Bolu, Çankırı, Çorum, Düzce, Edirne, Giresun, Gümüşhane, İstanbul, Karabük, Kastamonu, Kırklareli, Kocaeli, Ordu, Rize, Sakarya, Samsun, Sinop, Tekirdağ, Tokat, Trabzon, Yalova, Zonguldak.

Bulgaria: Severoiztochen, Yugoiztochen

Romania: Southeast Region

Greece: Central Macedonia, Eastern Macedonia and Thrace

Moldova: Entire country

Ukraine: Odesa, Mykolaiv, Kherson ve Zaporizhzhia oblasts

Georgia: Entire country

Armenia: Entire country

Key Achievements in Previous Periods

  • 2007–2013 – ENPI CBC Black Sea Basin Programme: Funded under the European Neighbourhood and Partnership Instrument (ENPI), the programme had a total budget of €38,5 million, with €35,1 million contributed by the EU.
  • 2014–2020 – ENI CBC Black Sea Basin Programme: Under the European Neighbourhood Instrument (ENI), the programme continued with an increased budget of approximately €54 million, including €49,03 million from the EU.
