Türkiye has been participating in Interreg Cross-border cooperation programmes since 2003. As the National Authority, the Directorate for EU Affairs is responsible for the implementation of these programmes in Türkiye.

In the 2021–2027 EU financial programming period, all regional and Cross-border cooperation programmes are implemented under the Interreg framework. Currently, 86 Interreg programmes are being implemented under four different components. Türkiye participates in three Interreg programmes during the 2021–2027 period.

Türkiye’s Participation in Interreg Programmes

Türkiye joined this cooperation framework in 2003, and the Directorate for EU Affairs is the National Authority responsible for managing Interreg cross-border cooperation programmes. In the current EU programming period (2021–2027), all regional and cross-border cooperation programmes are implemented under the Interreg framework. These programmes are classified into four main strands. A total of 86 Interreg programmes are active during this period.

Türkiye participates in three Interreg programmes in the 2021–2027 period:

1. Interreg IPA Bulgaria–Türkiye Cross-border Cooperation Programme

The Interreg IPA Bulgaria–Türkiye cross-border Cooperation Programme is part of the Interreg A strand, which focuses on cross-border cooperation between neighbouring regions.

Within the 2021–2027 programming period, there are a total of 73 Cross-border Cooperation (CBC) programmes under Interreg A. Among these, 10 are implemented under the Instrument for Pre-Accession Assistance (IPA), and the Bulgaria–Türkiye Programme is one of them.

  • Türkiye has been actively involved in Interreg A since 2003 with Bulgaria-Türkiye Interreg Programme.
  • During the 2003–2020 period, approximately €79 million in EU funding was allocated to joint projects.

2. Interreg NEXT Black Sea Basin Programme

The Interreg NEXT Black Sea Basin Programme is one of the 14 programmes implemented under the Interreg NEXT strand. This strand aims to foster cross-border cooperation between the European Union and its neighbouring partner countries, particularly in the fields of sustainable development, social inclusion, good governance, and economic cohesion. Through the Black Sea Basin Programme, Türkiye and other partner countries cooperate on shared challenges and opportunities in the region.

  • The Black Sea Basin Programme has previously been supported under the ENPI and ENI frameworks.
  • During the 2007–2020 period, the programme had a total budget of over €92 million, with more than €84 million contributed by the EU.

3. Interreg NEXT Mediterranean Sea Basin Programme

The Interreg NEXT Mediterranean Sea Basin Programme is one of the 14 programmes under the Interreg NEXT strand of the EU’s Neighbourhood, Development and International Cooperation Instrument (NDICI) for the 2021–2027 period. It builds upon the legacy of the ENPI CBC Med Programme (2007–2013) and the ENI CBC Med Programme (2014–2020).

Türkiye officially joined the programme in 2021-2027 period.

These projects contribute to regional cooperation by addressing shared priorities such as digitalisation, climate change adaptation, social inclusion and governance among Mediterranean partner countries.
